Is there any way these screws could be acceptable on rafters? Plus, the joist hangars are too small, right?

No. Those look like gold deck screws designed to resist withdrawal. Screws for this application must have a high shear rating. The hanger is too small and the wrong type. Hangers that are adjustable for different roof pitches are available.
