Toenailed at eave? Wind Mit, and roof-to-wall attachment not positively identified

I’m going to re-inspect the home anyway because the power wasn’t on, so I can take another look but it was difficult getting to the eave just to get these pictures. At first I thought maybe I was seeing a purpose-made fastener, but those metal plates aren’t grooved for the top plate to inside. Rather, the top plate itself is cut to accommodate the end of the truss. I can’t tell if these trusses are nailed at all. No straps, no visible clips. I may be able to rake the insulation aside, but I don’t see anything securing the trusses to that top board. Only thing I can think of is toe nails applied from the eave-side, but without being able to verify them, I’m forced to mark “G. Unknown or unidentified” on the Wind Mitigation form for a clay tile roof built in central florida in 2013. Just seems like I’m missing something rather than something this integral be missing from a roof.

It was a big pain just getting these shots that close to the eave with all the insulation and retaining boards.

You need to move more of the insulation, I think the RTW isn’t even visible in those shots. Looks like a raised heel or similar.

Thanks for the picture. It really helps. I’ll take a rake up there when I go back and see what I find.

A child’s wood handled plastic leaf rake works well. That’s what I used in attics to move loose fill insulation.

Are you sure? Did you check both sides?
