MOVE THE CONDENSER!
This is a working space violation.
Having the service disconnect outside is common and required in some areas but you need 3 feet of clear working space in front of the equipment, 30" wide.

I looked to see if I had a better picture of the workspace, but did not. Poor angle from directly aft but it had 2ft plus between the house and the Condenser. I stepped over the draped power, refrigerant and suction lines as I walked the rear.
And yes the disconnect box for the A/C was open when I got there.
I did not call out a workspace issue. Just hadn't seen a disconnect outside. All the other units (this the 2 of a 5 unit building) had theirs outside as well.
I did call out the grading in the "hole area" where the condensate drains and 'ponds' standing water. It will be worse after it's sodded, I think.

Some municipalities require the main itself only be exterior. I believe for the fire dept. to get to easily or if the H/O evacuated he could shut off the power in a fire.
