The preferred method is to have them inside of their own panel. Electricians figure that they are safer inside of the electrical panel rather than just mounted on a box cover in open air.
It could be argued either way depending on the failure condition and result thereof. The only thing we can do is recommend that no low voltage wires be inside of a 120/240 electrical panel.
Does anyone report the garage door sensor wires that come out of the edge of the ceiling outlet? This is a violation also and not enforced by the county here at all. Its hard to tell during an inspection but these wires are inside the outlet box in 99 percent of the cases and visible during construction.
