At least the spices look decent. Write it up as missing junction boxes, unsecured NM cables. Were the ceiling lights IC rated?

I see that kind of thing almost every week. A few weeks ago, I saw similar. The owner told me he had been an electrician’s assistant when he was young. I’m guessing the electrician fired him.

I’m sure you’re aware there may be more wrong than J-boxes, if that’s the way the “installer” chose to complete it.
I’m sure there is, but we can only report on what we see. We can’t assume it’s wrong in the wall or ceiling box.
I recommended further evaluation and corrective action by a licensed electrician. Wiring practice as a whole was suspect to say the least.
Yes, of course, but I wouldn’t spell out the repair, “install junction boxes”, just write the improper wiring.

I am not trained and lurking here because I’m thinking I could do this type of work as I have a keen eye for quality and things that look wrong to start with. I really appreciate the professionalism of comments here, especially where the threads here call out both the solutions but where to draw the line in the report writing.
