I don’t see an issue with an attempt to combine step/counter flashing the way they did (I wouldn’t advise it present day, but not a “defect” in my opinion). The counter needs to be properly sealed and the step to brick face isn’t properly sealed. It looks like adhesive along the step to shingle face (a repair effort), which should be open for water drainage. That sealant never had a chance of lasting but does have a chance to obstruct/trap water and actually cause an intrusion.

Thanks for the insight @mpowell9. @mbatson2, I’m working my way through the attic portion of the online training and will post some pics I find anything interesting. Hopefully no water damage but I wouldn’t be surprised.
